This looks like a New Year’s Day visit to a shrine with street food stalls. The little girl must be wearing Kimono under a Western top because she is wearing zori footwears. Her hair style also suggests that she is wearing kimono. But it’s not a “traditional formal Kyoto hair style” you used to see at Shichigosan ceremony but slightly more casual with interesting hair decoration. So her hair must have been done at home. I wonder if the lady who is holding her is her mother or aunt as she appears in other photos with another woman who looks similar to her.
Translation of Mika’s comments on 12 April 2021:
屋台のある神社での初詣のようですね。女の子は草履を履いているので、洋風の上着の下に着物を着ているのでしょう。また、髪型も和服ように見えます。しかし、七五三の時のような「京都の伝統的、フォーマルな髪型」ではなく、もう少しカジュアルな髪型で、興味深い髪飾りをしています。ということは、彼女の髪は家で結ったのでしょう。抱っこしている女性は、彼女のお母さんかおばさんでしょうか?他の写真で、彼女によく似た方が別の女性と一緒に写っています。
